Comparison

Domicile state comparison

If you are on the road most of the year, one state still has to be the one on your licence, your registration and your tax return. This is a comparison of the states people actually pick, on the questions that turn out to matter, with a link to the agency that decides each one. Rates and rules change; the agency is the source of truth.

Personal income taxNo individual income tax
South Dakota levies no personal income tax on wages or investment income.
No individual income tax
Texas levies no personal income tax. Property and sales taxes are correspondingly high, which matters if you own anything here.
No individual income tax
Florida levies no personal income tax. The state constitution prohibits one on individuals.
Vehicle inspection and registrationNo annual safety inspection and no emissions programme. Registration is routinely handled by mail through the county treasurer.Vehicle inspection rules changed for non-commercial vehicles and emissions testing still applies in some counties. Check the current position with the Department of Public Safety before registering. No periodic safety inspection or emissions programme for private vehicles. Registration requires Florida insurance in place first, which catches people out.
Driver licenceLicence issued in person at a driver licensing office. Renewal terms are set by state law and change, so confirm the current cycle before you plan a trip around it.First licence is issued in person, with documentary proof of Texas residency. Renewals can often be done online for eligible drivers.Issued in person with proof of identity, social security number and two proofs of Florida residential address.
Establishing residencyThe state publishes a residency process built for travellers: a receipt showing at least one night's lodging in South Dakota, a South Dakota mailing address, and a signed residency affidavit.Proof of residency is documentary: the state publishes a list of accepted documents, and a mail service address alone is generally not enough on its own.Florida law provides for a Declaration of Domicile, a sworn statement filed with the clerk of the circuit court. It is not required, but it is useful evidence if another state ever questions where you live.
Mail service infrastructureWell established for travellers
Several long-established mail services operate here specifically to serve full-time travellers, and state agencies are used to seeing their addresses.
Workable, more paperwork
Large traveller-focused mail services operate here, but Texas asks for more supporting documentation than South Dakota does.

Five questions that beat the tax rate

People pick a domicile from a list of states with no income tax and then discover the parts that actually govern the year.

Where is your vehicle actually going to be inspected?

Inspection and emissions programmes assume the vehicle appears in the state once a year. If yours will not, that single line matters more than the income tax rate.

Does your health insurance work there?

Marketplace plans are county-rated and networks are local. A domicile in a state you never visit can leave you with a plan that only covers emergencies wherever you actually are.

Will your insurer write a policy against a mailbox address?

Vehicle insurers rate on garaging location. Some will not write against a commercial mail receiving agency address at all, and finding that out after you have moved your licence is painful.

Are you leaving a state that will argue about it?

Some states are notably aggressive about taxpayers who claim to have left. Domicile turns on intent evidenced by facts, so keep the paper: the licence, the registration, the voter record, the day counts.

Do you need the state for a business, or for yourself?

Entity formation and personal domicile are different questions with different answers. Wyoming and Delaware are common for the first and rare for the second.

None of this is tax or legal advice. Domicile is a legal question with real consequences, decided on facts rather than on preference. If a state you are leaving is likely to disagree, talk to somebody qualified before you move anything.

The longer version, with the residency evidence question worked through, is in choosing a domicile state.
